Bapenda North Sumatra ran the province's levy revenue reporting on Excel: entry by hand, nothing checking it, and no separation between the person who records a figure, the person who verifies it, and the person who approves it. Three roles with real separation — operator records, verifier checks, admin approves — enforced by RBAC, so the boundary is held by the system rather than by trust. Validation runs at the point of entry, so a bad figure never reaches a report at all, and every export is built to answer the only question an auditor asks: where did this number come from?Tiga peran dengan pemisahan nyata — operator mencatat, verifikator memeriksa, admin menyetujui — ditegakkan lewat RBAC, sehingga batasnya dijaga sistem, bukan oleh rasa percaya. I owned delivery from requirements to production, sitting with agency staff to learn how the reporting actually worked before designing anything to replace it. That shaped the build: the three roles in the system mirror the separation of duties the office already had, rather than imposing a new one on it. It went live in 2020 and provincial staff still use it — the system outlived my time on the project by years.Saya memegang delivery dari requirement sampai production, duduk bersama staf instansi untuk memahami bagaimana pelaporan itu benar-benar berjalan sebelum merancang penggantinya.
